In Liberia, SI is supporting IBI in the implementation of the USAID-funded Liberia Data, Evaluation, Learning, and Technical Assistance (DELTA) with the goal of providing an innovative level of data services. analysis and advice to the Program and Project Development Office (PPD) of USAID/Liberia. and Development Objectives (DO) teams in support of mission project design, performance monitoring and evaluation, and operational learning and adaptation.

Objective of the project:

USAID/Liberia engaged DELTA to support the conduct of a national capacity assessment of health services in all 15 counties, including central units and private health services. This assessment aims to measure Liberia’s health system management, preparedness, response capabilities, and level of coordination and collaboration with the private sector.

Unlike the 2019 assessment, whose coverage was limited to the county health team capacity assessment, this follow-up assessment will be expanded in coverage and scope to include concurrent assessment of CHTs, central levels and private health services with the aim of comprehensively illuminating health system issues and resulting capacity-enhancing interventions.

The purpose of this assessment is to:

  • Provide the Ministry of Health and all stakeholders with objective information on whether the health system has the core competencies and management capacities (systems) necessary for appropriate and transparent management of funds and services public sector health services and understanding the capacities of private health services.
  • Determine the extent to which these system functions are fully operational as they relate directly to the ability of the Ministry of Health (MoH) to deliver effective health services, improve quality of care and harmonize data through practice transparent public health management.
  • Document challenges and lessons learned on the implementation of county-led capacity building action plans.
  • Support Government of Liberia (GoL) deconcentration/decentralization efforts in the health sector, including monitoring the performance of CHTs in a standardized manner across Liberia’s 15 counties, identifying capacity building needs of individual CHTs and of the central Ministry of Health and providing publicly accessible and transparent services. health system data on the use of GoL/donor funding for Liberia’s health system.

The Ministry of Health plans to deploy seven rounds of eight-member teams to counties. Each team will assess two counties using approximately 18 days assuming one day per team for assessment at the CHT level and one day each per DHT and at the health facility level. The assessment will cover all 93 districts of Liberia.

DELTA will provide support to the Ministry of Health to complete the 2022 assessment. DELTA’s involvement will be under the direct direction of USAID and MOH. DELTA will support the MOH for each phase of the assessment: during (1) assessment preparation, (2) fieldwork (data collection), and (3) data analysis and completion of assessments. reports, and (4) dissemination of results. . DELTA will coordinate with the MOH to provide support for data collection, training processes, including vehicles, vehicle refueling, booking of training venues, catering services, stationery, and facilitation of training. training, etc

In addition to the assessors, the assessment team will include a team leader, an information system specialist, data coding assistants and other specialists in the fields of health services management.

The estimated start date for the assessment will be October 3, 2022 to November 15, 2022. The estimated LOE for the Data Coding Assistant will be 20 days.

Job Description :

The Data Coding Assistant must support the Information System Specialist in the tasks assigned to him:

  • Coding of questions by health domains
  • Define and establish a logic of jumping in the questioning
  • Define data destruction and
  • Assist in the design of a web-based cloud data platform for data entry, storage, analysis, retrieval and dashboard for information sharing that utilizes a platform such such as ODK, Survey CTO, Survey Monkey, etc. and training data coders on coding survey forms, including automation to computer-assisted personal interviewing (CAPI) data collection tools such as smart phones and tablets.

Responsibilities and role:

  • Perform the task assigned by the information system specialist
  • Support automation from assessment questionnaire to web-based cloud design
  • Support automation of computer-assisted personal interview tools (CAPI) assessment questionnaire with online and offline capabilities to host, store, transmit and interface with KOBO Collect, Survey CTO, Survey Monkey and DHIS2.
  • Support testing of CAPI tools and applications for websites
  • Support cloud-based website maintenance, monitoring and updating
  • Test, cloud platform and CAPI tools and ensure functionality of software services.
  • Maintain and support cloud-based platform and CAPI tools during data collection and reporting
  • Support troubleshooting of website and CAPI tools.

Expected deliverables:

The Data Coding Assistant will complete the assigned task using the approved outputs as specified at the beginning of the roles and responsibilities. The following outputs are expected as per the Health System Capacity Assessment Statement of Work:

  • Set of coded and completed assessment questions by health domain according to assignment
  • Set of automated CAPI tools with mission coded questionnaires.
  • Complete narrative report on the assigned task.


  • At least a bachelor’s degree in data information technology, social sciences, research studies or 2 years of professional experience in data coding or any relevant discipline,
  • At least 2 years of active professional experience in the field of information technology and the use of electronic data collection tools.
  • At least 2 years of active experience in designing, coding survey questionnaires and encoding data software platforms such as ODK, Survey CTO, etc.
  • Minimum of 2 years of experience designing, implementing, managing, and/or capturing, collecting, retrieving, analyzing, and sharing information from web-based data dashboards.
  • Strong knowledge of HTML, CSS, JavaScript, PHP, STATA, R programming and other relevant web design coding languages
  • Experience working in evaluation teams using mixed methods data collection.
  • Previous experience of participating in a health sector assessment.
  • The incumbent must have the ability to work under tight deadlines
  • Write and speak English, including technical reports
